The captain is to be voted by retained players and any new players who qualify. If that was the case it basically means that any "new" players cannot put their hat in the ring for the captaincy position. The captain essentially will have no input into who is retained or who trials so he/she may aswell be selected from a FULL squad rather than part of one.
